 See, Habakkuk's question is this, God, how can you possibly use the more wicked Babylonians to deal

 Are they just going to get away with their evil? I mean, you're going to deal with Israel's evil.

 The first woe is in verses 6 to 8 of chapter 2. And it's directed towards those who acquire goods
